A pivotal season of decision and unity marked this Assembly as leaders were elected, bylaws refined, and the movement rallied around God’s mission.

General Assembly business began on Tuesday afternoon, June 17, chaired and called to order by General Secretary Kelly Lineberry. After sharing his personal report and hearing the financial reports, 15 other PCG ministry and missions leaders shared updates via video to celebrate what has been taking place over the last two years. (The report videos are still available to view. Simply scan the QR code provided on page 9).
On Wednesday, the Resolutions Committee determined that a total of 545 voters were registered for voting, up 28% from the 427 voters registered in 2023. Resolutions were then considered, and the highlights are as follows:
• Following Bishop Ming’s resignation six months before the next Assembly and two and a half years before the end of his term, it was recognized that our current bylaws had not been updated to consider proper transitionary procedure in the event of a four-year term of office. Rather than the General Board electing a General Bishop to fulfill the remainder of the term, we knew it was wiser to have the General Assembly elect a replacement when it next gathered. Two of our resolutions dealt with this issue in different ways. One simply made a provision that empowered the General Assembly to elect a replacement at the next scheduled meeting. The other sought to establish a new position—a General Presbyter, who would serve alongside the bishop and then replace him if the office was vacated. After much discussion, the constituents chose the first option, changing the bylaw to read: “Should said office become vacant for any reason, the General Board shall appoint a suitable, qualified person to temporarily serve as Acting General Bishop until the subsequent General Convention, when an election will be held to fill the office of General Bishop. As a temporary appointee, the Acting General Bishop shall not be required to meet the residency or office requirement in this bylaw. However, the person appointed shall be expected to fulfill the office of the General Bishop’s duties during their service, including time in the general office each month.”
• A resolution was passed to place the National Men’s Ministries Director on the General Board.
• There was a resolution to change the deadline for a resolution proposal from January 1 to March 1. After some discussion, this failed.
• There was a resolution to create a new finance committee at the national level. Currently the General Council serves as the finance committee. After some discussion, this also failed.
Finally, beginning Wednesday morning, much of this year’s Assembly business revolved around elections, chief among them being the election of a new General Bishop. The General Bishop position had been vacant since January 1, 2025 with the General Council having been appointed to act as the General Bishop until the General Assembly in June 2025. With an election imminent, we entered into General Assembly eager to see how the Lord would lead us.
When the time came, we engaged our standard electoral process, which begins with three nominating ballots and is followed by seven electoral ballots per round. The election went two rounds and culminated with the casting of 18 ballots! Many withdrew their names along the way, and some declared that, while they might be willing and able to serve, they would not be qualified to do so according to our current bylaws unless the Assembly made a provision in the bylaws that would enable them to serve in a dual-capacity—leading as General Bishop while remaining in the pastorate of their local churches. Ultimately, after 18 ballots and at around 11:00pm, Rev. Virgil Kincaid was elected as our new PCG General Bishop, and he was commissioned by the Body in a beautiful display of unity and respect.
Afterward, the remainder of the elections commenced. General Secretary Kelly Lineberry was elected on the first ballot. He had been initially elected by the General Board at the end of 2023, serving as General Secretary since Dan Coleman’s resignation. In the wee hours of Thursday morning, business concluded with the elections of the Assistant General Bishops who represent six regions throughout the United States and make up the General Council:
• David Alvarez Sr., Northwestern Division
• Dr. Joshua Pennington, North Central Division
• Russell Hylton, Northeastern Division
• Mark Roberts, Southwestern Division
• Phil Redding, South Central Division
• Ron Ryan, Southeastern Division
Finally, two other notable elections took place by the General Board: Rev. Karl Hargestam was elected to serve as Global Missions Director and Rev. Janie Kincaid as our Empowered Women’s Ministries Director.
Throughout the week as we worshipped the Lord together, we experienced a move of the Spirit and began to orient into a place of unity. I encourage you to watch all the services and listen to the excellent messages! (Again, see the QR code included on page 9 for your convenience.)
The page may have been turned into the next chapter of a PCG 2.0, but it is one filled with hope, anticipation, and an excel-eration of our missional pace!

VIRGIL KINCAID served for the last 14 years as the PCG World Missions Director, advocating for the advancement of the Gospel “until the whole world hears.” With vision to initiate Continental and Global Conferences, Virgil’s leadership brought unity as we continue to pursue a Decade of Harvest. Rev. Kincaid is a Southern Bible College graduate and has served in roles such as youth director, pastor, district bishop, assistant general bishop, and missionary to Trinidad and Tobago / area supervisor in the Caribbean.
SISTER JANIE KINCAID had no idea of the incredible journey God had waiting for her when she first felt the call to full-time ministry. But every step of the way, she has been faithful, having since served the Pentecostal Church of God as a pastor, evangelist, missionary, and, most recently, alongside her husband Virgil as Global Missions Director. Affectionately known around the world as “Mama Janie,” she longs to see people find a true relationship with Jesus Christ and live in the freedom that only comes from knowing Him and experiencing His forgiveness.
KARL & JENNIFER HARGESTAM have served the PCG as missionaries to unreached people groups, having founded organizations like Joshua Campaign and Mission One Eleven. They have a background in global missions, humanitarian aid, organizational development, building strategic partnerships, and leading large-scale outreach initiatives. Karl and Jennifer are passionate about driving transformational change through community empowerment, global church planting, and evangelism.

What a joy to celebrate the mission of God and rejoice over lives that have been changed across the nation and around the world! It is especially a joyous occasion when all of our missionaries and national leaders are able to join in this contagious celebration.
In the Tuesday morning session of General Assembly, Rev. John Nunes, World Missions Director for the IDPB (Igreja de Deus Pentecostal do Brasil), shared a message that commemorated and gave thanks for those PCG men and women who had remarkably preached the Gospel in Brazil for the past seventy-five years. Despite difficult circumstances and challenges to travel, language, and sickness, nothing deterred those men and women of God from taking the Good News to the boundaries of Brazil. They impacted eternity. They literally “fought the good fight.”
At the close of Pastor Nunes’ message, he had all the nationals from around the world come up front. They formed a line from one side of the stage to the other, and he remarked to the remaining constituents, “This is but a fraction of those that have come to the Lord through the years because of your love, prayers, and faithful giving. You have impacted eternity!”
During the lunch hour on Wednesday, it was exhilarating for our global family to join together for our first Global Missions Banquet in eight years. There is just something special about the Body of Christ sharing the table together. Thanks to everyone who joined us, and our thanks to Jon and Gwen Jennings for helping make this possible.
On Wednesday evening following a glorious time of worship, Janie and I were privileged to introduce and bless our new Global Missions Directors, Karl and Jennifer Hargestam. We give God praise for giving us these talented and anointed servants to lead our Global Missions family. Thank you, Lord!
That night, Lisa Miller also shared important information regarding Global Conference 2026, which will be held in Cagayan de Oro, Mindanao, Philippines. Bishop Felix Labang and all PCGAMI are fervently planning for and very much anticipating your arrival.
Finally, Bishop David Alvarez, Sr. preached a dynamic message climaxing the Wednesday evening service. He declared, “When God shows up, anything is possible!” Throughout the message, he reminded us that we must be about the Father’s business and nothing else matters! Since Jesus is coming soon and His heart is that none should perish, we in the PCG—having been strategically planted by God around the world—must work together to help fulfill His great mission! Together we rise to this end in the power of the Holy Spirit. We are impacting eternity!
